Then using Paint Shop Pro's text tool choose a font .( I used 48 pnt.

Place your text on the screen and deselect it.
Select

Set the foreground color to
white
Center your text over the
light blue
text and deselect it.
Select the
RETOUCH
tool from the tool palette then select
SMUDGE
from the control palette. Using the smudge tool with a brush size of
3

Push
white
upward to form clumps of "snow" on top.
Pull
light blue
in from the edges to form the shadows of the clumps.
Pull
white
downward to form the icicle.
