Using Paint Shop Pro's text tool choose a font .( I used 48 pnt.

in this tutorial)
Select
light green
as your foreground color.
Place your text on the screen and deselect it.
Select

DILATE
3 times.
Select the
RETOUCH
tool from the tool palette.
From the control palette select :
(Type
smudge,
Size

)
Drag "tendrils" upward from the text.
Select
IMAGE

BLUR

GAUSSIAN BLUR
(Radius

)
Select
medium green
as your foreground color.
Center your text but
Don't
deselect it.
Select
